The 33 criteria fall into four mandatory categories. Water quality must pass EU Bathing Water Directive standards — no beach failing water tests keeps its flag. Environmental management covers waste handling, no illegal discharge, and controlled access in sensitive areas. Safety and services requires lifesaving equipment, first aid facilities, accessible infrastructure, and clean toilets.
